Ties well to the discussion @mik_bergqvist started in another thread here, in the sense that there is no hope of improving e.g. municipal web services if municipalities don’t have an exit strategy, away from close-source software, in the first place 
Of course not all is lost - the fact that researchers look actively into these matters is, for me at least, really hopeful. I think this report is a good step towards understanding the problem and attacking it from different angles. So let’s do that!
